MN-PUCMN Telephone Assistance Plan (TAP) and the Federal Lifeline Program for Residential Customers

You may be eligible for help in paying your telephone bill if your income is at or below federal povery guidelines or if you receive benefits from certain public assistance programs.

MN Telephone Assistance Plan (TAP)

Minnesota's Telephone Assistance Plan (TAP) offers a monthly credit of $10.00 on your landline telephone service. You may receive the TAP credit on one landline phone per household.

Federal Lifeline Program

The Federal Lifeline Program offers a monthly credit of $5.25 on Landline Telephone Service or Broadband Internet Service <25Mb, or $9.25 on Broadband Internet Service Account >25Mb You may receive the Lifeline discount on one telephone or internet service per household. The broadband internet discount does not apply to MN TAP.

Affordable Connectivity Plan

The Affordable Connectivity Program (ACP) is a U.S. Government program that helps many low income households pay for broadband service and internet connected devices it offers a monthly credit of $30 on Broadband Internet Service.

Do I Qualify for TAP or Federal Lifeline?

Based on Your Income
You can get Lifeline or MN TAP if your income is 135% or less than the Federal Poverty Guidelines (see table below). The guideline is based on your household size and state. The table below reflects 135% of the 2022 Federal Poverty Guidelines. You may have to show proof of income, like a tax return or three consecutive pay stubs, when you apply for Lifeline.

Who is Eligible for the Affordable Connectivity Program?

A household is eligible for the Affordable Connectivity Program if the household income is at or below 200% of the Federal Poverty Guidelines, or if a member of the household meets at least one of the criteria below:
